How we read these numbers
- Scope: appeal numbers starting "ZP-", filed 2020 or later. Earlier ZBA cases (2007–2020) are identifiable in the City's data by board but aren't loaded yet; adding them is planned.
- An outcome counts as terminal (Approved, Denied, Withdrawn, or Dismissed) only once the board has issued a decision; Continued/Held/Moot dispositions are procedural, not terminal, and aren't included in the outcome chart above.
- Proposed unit counts are parsed from appeal-grounds text, not a filed field — treat them as an estimate.
- "Housing only" means a filing that adds homes (net-new units stated in the appeal grounds, including new dwellings and accessory dwelling units) or is a multi-family project. It is a rule-based reading of the filing text, so a roof deck or rear addition on an existing house doesn't count.
- Council district is the district L&I records on the appeal itself; where that is missing we use the parcel's location.
- Every case here links back to its filing — browse the full docket in the case list.
