Historical ZBA decisions

Board decisions on cases that don't carry a current "ZP-" case number, 2006–2026. Most are from before 2020. This is a separate record from the current docket: the City recorded outcomes differently in its older system, so the two are not combined into one rate.

How we read these numbers

  • Counts are board decisions, not cases: a case continued twice and then granted appears as one Approved decision here (continuances are left out). 18,953 decisions in total.
  • Approval rate is Approved ÷ (Approved + Denied); withdrawn and dismissed filings are shown but not in the rate. Granted with provisos counts as Approved. Years with fewer than 20 approved or denied decisions show “—” because a rate on so few is not meaningful.
  • "Dismissed / Withdrawn" entries the City did not split are counted as Dismissed.
  • 205 decisions with no recorded board are left out because they may belong to other L&I review boards.

ZBA Watch tracks the Zoning Board of Adjustment because housing supply is Build Philly Now's subject — choosing to measure wait times, unit counts, and case volume is itself a point of view. Cases are scoped to appeal numbers starting "ZP-", 2020–present; earlier ZBA cases are planned but not yet loaded. Approvals and denials are rendered the same way — this site aggregates and monitors, it does not score outcomes as good or bad.
